The size of the general lawmaking agenda can be explained by changes in the level of public conservatism in the prior year, session, and the linear passage of time. The size of the covered agenda can be explained by the number of covered statutes passed in the previous year, the public’s level of conservatism for two years prior, session, and the passage of time.
Our system of associating laws with coverage in CQ, which tracks legislative activities, is essentially a system for prioritizing laws using the activities of legislators, as recorded by CQ, to do so. So we have two diﬀerent sets of analyses below. One is based on the topics associated with all laws; the second is based on the topics associated with prioritized laws. Prioritized laws were selected according to the following criteria: if the number of lines associated with the law exceeded the value of the mean plus one standard deviation of lines in each year, than it was selected as a prioritized law.
Only the judgments of contemporary observers can aﬀect passage. Our system relies on the identical content coding by the Policy Agendas Project of CQ stories and of statutes passed. S. Congress since 1945; it is the only consistent and systematic source we have for these matters. We noted whether CQ covered the act in the body of its annual volume. For those included, we weighted the statutes by the amount of CQ coverage on the major topic area of the statute in the articles where the statute was mentioned.
